This issue is caused when Microsoft Windows does not properly detect the chipset or videodisplay.
The device you connected to has new features for USB-C that the cable doesn’t support. The device or dongle isn't connected to the correct USB-C port on your PC (or phone). The device or dongle is using an external hub or dock to connect to your PC (or phone). Too many other Alternate Mode devices or dongles are connected to your PC (or phone).

All this devices use a PL2303 to provide a connection to an USB port, but inside, they are RS232-like interface build (and appear as a COM port in your operating system). When you plug the device into USB, it is well recognized by W10 and it try to load the Prolific driver. Get drivers and downloads for your Dell OptiPlex 745. Download and install the latest drivers, firmware and software.

Corrupt or missing motherboard or chipset drivers
Download and install the latest chipset and video card drivers. If you or someone you know built your computer, it came with the motherboard CD. This CD contains the chipset drivers. Otherwise, you can find drivers for all the major chipsets on our motherboard drivers page.

Corrupt or missing video card drivers

Other PCI device that Windows cannot identify

If you tried the above two steps and your Windows Device Manager still contains an Unknown PCI device, likely the device cannot be identified.

If you have recently finished installing or reinstalling Windows onto the computer and are getting the unknown PCI device, we suggest you manually identify the PCI device through the registry.
